【📣Industry Update💥】Hong Kong LegCo Approves “468 Rule” to Replace “418 Rule” ‼️

📍The Hong Kong’s Legislative Council (LegCo) passed the Employment (Amendment) Bill 2025 last week (18 June 2025), introducing the major changes made to the definition of a “continuous contract of employment” under the Employment Ordinance (Cap. 57)📜with an aim to strengthen compliance and protection for part-time workers in Hong Kong by closing the loopholes of the original “418 Rule”. The new rule will come into effect from 18 January 2026.
💡What Should I Know About “468 Rule” ❓
The threshold for continuous contracts has changed from "working continuously for 4 weeks or more with a minimum of 18 hours per week" to "accumulating a total of 68 hours of work within a 4-week period" in order to qualify for the statutory entitlements associated with a continuous contract.
